How something is proven depends upon the facts. I do not know enough of the facts to give a solid answer. I would have to know the facts that the state intends to use at trial.
If there is no sexual contact between 18 year old and 14 year old that are dating with her parents permission, does anyone have the right to accuse the 18 year old of having sex with 14 year old or is it only allowed by the parents? How is the sexual conduct proven?

Dating? NO. Sex? Absolutely. Sex with a 15 year old is a very serious crime.
My son used a fake picture and convinced the other girl sent a real picture. They met online and exchanged these images on kik.
No sex has happened and won't happen until the appropriate age.
And yes the female's(the 13 year old) parents support this. But the male's(the 16 year old) mother thinks it's illegal

Ask your parents. 18 is the magic age where you are considered to be an adult, until then your parents control what you can do.

He might be prosecuted for contributing to the delinquency of a minor, but he probably would not be prosecuted for sexual battery in Florida because he is not over 23.
