Q: Is it illegal for an adult to discuss sexual topics with a minor. (Not about doing things. Just the topic its self)

Like say an adult were to discuss a kink for example with a 17 year old. Just a simple topic or discussion. There is no hint of actually wanting to preform such acts one said 17 year old.

IMO you should forget trying to find out if you can "discuss sexual topics with a minor." Why? Because you are treading into a very dangerous area where most intelligent adults on this side of prison bars do not intentionally go.

You would want to contact an education law support center to find out what your options are.

Certainly, the school isn't providing a safe learning enviornment and maybe initiating an IEP process would be one avenue.

Yes. If you are 15 years old, then any sexual act between you and someone who is less than 4 years older is legal. Since you are 15, you would be able to date an 18 year old. Q: I have been sexually harassed by my boss, I went above her head and told her boss about it and nothing was done.

Her boss wrote me a check and asked me if the issue would be dropped. Since you put the employer on notice of this conduct, yet the conduct's continued, you may have a claim for sexual harassment/hostile work environment against the employer for allowing the harassment to continue after you complained.
