Go to the child support office that has the check and inquire as to its availability.
Also the father has no income or paper trail showing he has income. How can I receive child support?

You can probably get the warrant and time to serve set aside if you hire a lawyer and pay the money.
He is not in the arrears and was never married to the mother.
I was behind at the beginning of the year but then started making the min payment for the past 6months

You should appear in court and ask for an audit of your account although paying the minimum payment for the past six months doesn’t help catch up the arrearage.

Could they? Yes. Would they, most likely not. Best practice would be for you and ex to sign an agreed order as to the new terms. The courts generally do not tamper with agreements of the parties unless they are patently unfair.

If you have been paying child support to the other parent, ensure you have statements of proof (bank statements, money transfer app statements, etc). A parent is finically responsible for their child. CPS involvement does not change that.
