Yes you can get the ticket but the state would have to prove either you operated it or intended to operate it.
To be clear, I did not receive a ticket for both. However, the officer explained that I receiving the ticket for failure to keep right and the statue cited was 39:4-88a. I was wondering if that is appropriate because I thought it was covered under 39:4-82. Thank you!

One is failure to keep right, the other one can be failure to keep right or left and is generally given to a person who is drifting in and out of lanes or on the lines. Definitely get a lawyer if you have been charged with both.

Both can get the ticket as you are responsible as the driver to make sure you are driving an inspected car and the owners is required to make sure it is inspected.

The ticket also says I can dispute it within 7 days of my court date but the ticket was issued on 9/7/17 and the court date is on 9/14/17. Can I dispute this and is this even legal based on the time in between when the ticket was issued and the when the court date is set?

If you have replaced the bulb, I would recommend saving the receipt from the purchase of the bulb and show that to the prosecutor who might then dismiss same. Also get a picture with the date and time on it showing your brake lights work now

Most towns consider a car abandoned if it 1) stays on the street too long and has not been moved (time varies by town) 2) is in the street in disrepair or 3) does not have a valid registration, inspection sticker or license tags.

Yes you can make a turn if your car is working properly, but under the law you will be subject to getting a ticket, as your prohibited from crossing a solid double yellow line.
