Q: What if I was rear ended by a semi but didn't have insurance at the time, are they still responsible for my damages?

The driver of the semi was issued a citation and accepted 100% fault at the scene. I wasn't issued a citation on the matter and I was injured because when he hit me he slammed me into another vehicle in front of me

Yes, the driver is responsible for the damages because by law, not admittance, the driver was at fault.

Q: if I was convicted of a UUMV am I liable for the money the insurance company gave the owner? Car was undamaged, returned

I was given the key by the owner. I did take a drive her car for a while before being arrested, whereas the car was returned to either the insurance company or the owner. Presumably they have an appraisers report saying there was damage. You have to prove their wasn't. Won't be that easy.

That depends on how busy the court is and how much pre-trial activity there is.

We don't have enough information. It depends on whether the insurance is through your employer and whether insurance payments are addressed in your separate maintenance decree or agreement.
