It may not be your business but it is a criminal offense for a 19 year old to be having a sexual relationship with a 15 year old. He could get up to 20 years in prison and be required to register as a sex offender for the rest of his life.

No. It would be a violation of her probation to leave the State of California. If you could get the custody orders changed you could then ask the court in California to transfer her juvenile probation.

Yes. The age of consent in Texas is 17. Once you turn 17 you can date anyone who is older than you. You can date a 40 year old. It would be kind of creepy but not illegal.
