If there is no sexual contact between 18 year old and 14 year old that are dating with her parents permission, does anyone have the right to accuse the 18 year old of having sex with 14 year old or is it only allowed by the parents? How is the sexual conduct proven?

Yes. It only takes one parent. How it is proven depends upon the actual facts.

How something is proven depends upon the facts. I do not know enough of the facts to give a solid answer. I would have to know the facts that the state intends to use at trial.

He might be prosecuted for contributing to the delinquency of a minor, but he probably would not be prosecuted for sexual battery in Florida because he is not over 23.
