Q: Why can’t I sign my driver’s license, State ID, or LTCF with “All Rights Reserved” or “Without Prejudice”?

The DMV said I can’t sign my driver’s license or State ID with “All Rights Reserved” or “Without Prejudice”. Same for the the gun permit unit for my LTCF.
