Tried to get a duplicate ID, as mine was destroyed, and found out there was a hold on my license from CO. Called and apparently I was issued a camera ticket 4 years ago. No letter was ever received, nothing. What can be done about this.

Your options are: pay the ticket or challenge the ticket in court.
Does the state of Texas protect me from these out of state, camera related traffic practices?
I've read all over the Internet that they cannot do that but nothing states whether or not that is true in Colorado I would like to know before I go and try to resolve it.

No, you cannot be charged for retrieving personal property from a repo-ed vehicle. The items cannot be removed or collected (up to a time limit of presumed abandonment). If it is a problem, send a certified letter requesting the materials back. If this fails, contact the state AG's office.
They are paid and from a while ago but hasn't been long enough for them to be off my Iowa record yet.

Contact the CO DMV to see what was the cause for the license suspension. First you must clear the cause of the suspension. There is usually a wait time and you have to take the written test (and occasionally the driving test) again.
