Get the dogs vet records showing you had ownership of him and take the police with you to retrieve him. You should also file a criminal complaint against him for theft.

Depends on whether your lease allows you to have animals at all. If it doesn’t, he can evict you. If it does, then you have to get to the terms under which you can have him and whether they can prove any attack occurred.

Obviously, if you could get the dog back, problem solved. If you cannot get the dog back, there’s really nothing she can do to you. She had the opportunity to get him back when you told her and couldn’t so her window has closed.

Other owner is responsible for his dogs injuries by virtue of violating the leash law just as you would have been liable for your dogs injuries bc he was off leash if he had been injured.
