After having already completed two case plans. And are they allowed to speak to the guardian over the children about who can and cannot watch the minors involved and where they are allowed or not allowed to watch them at without discussing anything about it with the parents

Q: How can I petition the court for custody of my sister?

Sister is 17 but our biological father lives out of state. He won’t send POA papers to anyone and hasn’t done anything to provide for her since the death of our mother. She has been living with our stepfather since our mother passed.

You don’t have standing to bring a custody action but you may be able to file a petition for guardianship in the county in which you live.
