Not necessarily. Assuming he has the address on his license, that would be his legal residence, regardless of whose name the lease is in. Q: Can a landlord change his mind and send a new list of damages after sending a first?

Received one damage list March 3 and another March 17

If the second list states that it is a revision of the first and the landlord can support the evidence of the damages, (such as an item could not have been discovered timely, etc) I see no reason why there would be a problem with the revised list. Q: What can I as a tenant do regarding my landlord's 2 years of delinquent property taxes?

We received an orange paper stating the house was foreclosed, but could be redeemed by paying the delinquent taxes by March 31, 2017. The total tax bill is $3,113.87 for the years of 2015 and 2016. We (my wife, daughter and I) are still living in the house.

Understand YOU are not responsible for the back taxes. You ARE responsible to the landlord for rent, but there MAY be options you can take.
