If there is no lease agreement, then you are on a month-to-month lease. So every month is a new lease period. The question really is about notice; there is no limit to how much the increase can be.

Your landlord's obligation to the city has nothing to do with you. You can be evicted. Can they collect back rent while in code violation? A local attorney familiar with your location would need to advise you on that.

If your lease is up, it sounds like the landlord may have a right to evict you under a 30-day notice to quit. It doesn't sound like she's evicting you due to lack of rent, which arguably could be challenged as retaliatory.

Whose name is on the title? That's what matters. If the mobile home's title is in your daughter's name, then there isn't much you can do. If title is in your name, then perhaps you can evict her and sell it.
