You would have to review the contract you signed with the attorney and see what it says regarding representation. The airlines do not have a requirement and want to be sure that the person traveling will not be sent back from the airport.

The CDC currently requires all non-US citizens to show satisfactory proof of COVID vaccination in order to enter the U.S.

This is a public health regulation, not an immigration requirement.
