Hi,
You are correct. If you are not a cdl driver, then an out of state ticket, will not transfer to NY
Therefore, you can just plead guilty and pay the fine.

The 18 months start the day the ticket is issued, for suspension purposes. The ticket will still stay on your record for up to 4 years from the date of violation, for insurance purposes.
I do not have records of my payments but it shows on their end I made one payment and never paid the rest. I know I did. I even have had a few minor tickets in between these 13 years, been to court and was never told about this. Can they do this?

Yes they will issue a warrant if fine is not paid. However, if you are a NY driver, and received a ticket in NJ, you can just pay the fine, since the points do not transfer to NY.

Sounds like you have a misdemeanor for driving suspended, a violation of possession of marijuana and a couple of traffic tickets. You want an attorney: you do not want to handle it yourself.
