I was recently arrested for driving on a suspended license in Illinois. The fee is 1500. I must appear in court on December 14. Do I have to pay this fee before December 14 or will I have more time?

As my colleagues have pointed out, the $1500 amount is the bond. You likely did not need to post a cash bond but, instead, you received a signature bond (aka I-Bond, personal recognizance bond) that allowed for your release.

speeding because I was, just the speed at which I was travelling. Plus there were other factual discrepancies on the ticket, like the location that the cop said I was pulled over is over 15 miles away from where the stop actually occurred. Can I fight this?

Jail can often be avoided, but he should seek legal representation on both. Traffic school and community service are very common penalties as well. He needs to avoid a conviction on two offenses in order to avoid a license suspension (2 convictions within 24 months under the age of 21).

If you avoid a conviction on the tickets (i.e. court supervision), you will avoid a license suspension (2 within 24 months will cause a suspension when you are under 21 years old).

You should try to have the ticket reduced to a non-moving violation in Arkansas. That would prevent the ticket from effecting your driving record.
Prosecutor offered a reduction from 10mph over to 5mph over and said in Minnesota this does not go on a Minnesota driving record. However, I am wondering if this gets sent to Illinois and will it go on my record there?

Typically, states will communicate with one another. Try to have the offense reduced to a non-moving violation to prevent a conviction on your record. Illinois can put a speeding ticket on your record, even if it's only 5 over.
