A parent can petition to change the Parenting Plan.
As to whether he will win, depends on if he can convince the court that it is in the child's best interest.

Either hire a private lawyer to file for child support or contact Public Aid and they will connect you to an office that helps people with child support at no cost.
Over to il dcfs who needed more help and treatment then what i could do. So i had no income now i am still a stay at home mom but my fiance does have income will the state of Illinois go after his income even tho the child is not his if we are to get married ?

His income should have nothing to do with it.
Sometimes it comes up because the household expenses include his expenses.

You can ask the court to add the arrearage and allow you to make regular payments plus additional to catch up.

Usually doesn't go retroactive unless you were supposed to provide income information and didn't.
We're legally separated and live with our current significant others and everytime I get my son back he's dirty, and needs to be taken to print care for something. Last time I had him he was covered in flea bites because my exes house was infested even tho he claims it wasn't.

If and only if there was a court order for him to pay support does he owe it if hasn't paid it.
It belongs to the custodian who was supposed to get it, not the child.
my son now lives with me, he is 19, my child support ends when my daughter is 19, i filed for a motion to change child support, with the goal of reducing the payment, as my son now lives with me. does he need to go to court to testify to this living with me, sorry for the abbreviations.

Call Will County State's Attorney's Office-they may have a child support enforcement division that may be able to help you. If they don't, then you can call the Will County Circuit Clerk's office and they may have a list of organizations that offer free or reduced cost services
