No. You’ll either have to file to rezone or sue to force them to correct the zoning. Either way, it is going to cost money.

You need a construction or building attorney. A Cosper protection rights attorney would also be helpful.
Can a provatd contractor, who has been paid to design a state-funded project, submit a bid to build that same project when the it goes to bid? It seems like this may be a conflict of interest.
