I’m not sure what your question is but you need to hire an attorney and get these bench warrants taken care of. You don’t want to get arrested or lose your license over things that can’t be taken care of in court.

I got clocked going 71 in a 55 but he only cited me 5 over the limit. The 5 miles over limit is just $5 but court cost is $140. He said if I prepay the ticket, I don't have to go to court. So Do I have to pay the court cost as well when I prepay, even if I do not have to go to court?
I didn’t know the speed limit was 25 and the cop said I didn’t use my turn signal but I did and as I was turning in the next lane the person started speeding up when I had enough room to turn

If you have to plead to that speed you will be subject to a license hearing where you will either get probation or suspension. If you have no record and you have an attorney you have a decent chance at probation rather than license suspension.

No seatbelt, suspended license (which was new to me), no insurance, no registration plates. The officer didn't handcuff me and im assuming it was because of my carseat. Am I just going to pay a fee? If so, how much?

If you have proof that you had a valid license and insurance you are not looking at any jail time. If anything was suspended or lapsed at the time you were pulled over you need to get it renewed before court. I would contact an experienced Attorney to help represent you and minimize your exposure.
Had expired insurance from where I moved I had not received updated ones yet and I have to change address on my license witch is all taken care of.
Officer pulled me over for going 95 on a 65 empty highway, only cited me for 5 over and expired plates.

You can hire a lawyer snd they can advance it on the docket. If you have proof of insurance at the time, the case should be dismissed.
