Q: I just recieved a summons in the mail that says i was issued a ticket for not having a state license plate but i never

I never was givin a ticket or pulled over in the date time or place the ticket says for i was at work

It's possible that the police officer was driving by and saw your car parked in front of your house and saw that you didn't have a state license plate and issued the ticket by mail.

Your summons is timely. I suggest you hire an attorney to try to get the matter settled as a no-point, non-moving violation so that your insurance rates do not increase. Or you could defend the case on the merits if you are confident that you will prevail.

Errors on the ticket can be corrected by the police officer or prosecutor at any time, up to and including the date of trial. They should but not doing it doesn't make it invalid. Plus they'd just sign it reissue it. Focus on the ticket. That would be a points violation so if points are important, consult with an attorney who handles tickets in the court where the ticket will be heard.

So if a police officer sees you next to a person, drives by, hears a gunshot, looks in rear view mirror, sees the guy on the ground. Cop turns car around, drives back, sees guy wounded and a gun next to him, the officer cannot arrest you because he first did not identify you?
