Q: Is it illegal for a hotel manager to enter my room after she already spoke to me n waited for me to exit me hotel room.

She assumed there was drugs being smoked but that was not the case at all.

Q: I was charged for a DV that happened outside of the municipality.

I signed a SOC that listed the municipality incorrectly. I'm trying to attack the SOC. Shouldn't the court need juristriction to approve the SOC.

City of Medina paid tow company directly who is their partner for impounds but they were ordered to pay me. Do they still owe me?

My recommendation is that you hire a real estate of HOA attorney to provide you a legal opinion on this issue---assuming the legal opinion is in your favor, then I would provide a copy of the legal opinion to the HOA and its Board.

Why on earth are you doing a jury trial pro se? No, the errors on the citation aren't going to get you a dismissal. No, you do not NEED to subpoena the officer, unless you really want him to be there. I can't imagine the city can put on their case without him, so they will subpoena him.
