Failure to signal is a 2 point violation. I would recommend pleading not guilty. You will receive a conference date at which time you should try to get a reduction to a non-moving, no point violation. It is also possible to get the second ticket dismissed as covered by the plea

No dismissal as speedy trial does not apply to traffic infractions.
However, once 18 months have passed from the date of the ticket the points will no longer appear on your DMV record

I am not sure how you can not know you got a ticket for seat belt violation since they hand it to you. There is, presumably, a judgment. A judgment accumulates interest. The enforcement of a judgment has a statute of limitations of 20 years, so it is still enforceable.

Even if you were technically guilty, you might win at trial. Even if you were not guilty, the officer's story might be different when he testifies at trial.

The conviction and points will appear on your record for 4 years. However, the points disappear and go back to zero 18 months after the date of violation.

When you recived the ticket you were required to plead guilty or not guilty by a certain date. (should have been somewhere on the ticket) you can call the court to figure out the next step to getting your license un-suspended, or you can hire an attorney to do that for you.
