The CPL doesn't apply to traffic tickets issued in NYC to the Traffic Violations Bureau. The case proceeds as a administrative proceeding.

You can try to reschedule a third time. It would be up to the Judge and you would have to post a $40 bond.
Most Judges will not reschedule if the ticket is more than 2 years old.
I was in Indiana on a contract job at the time of these violations. I can get proof from my employer and the hotel I was staying at.

Look at the location on the ticket, and ask the Town Clerk in Collins whether that area is within the Town.
It turned yellow when I was at the "point of no return" so I kept going. It turned red while I was in the intersection and an officer pulled me over. He thought I should of stopped and gave me a ticket. Is there a chance I can get this reduced or anything?

It depends on where you got the ticket. Different jurisdictions have different methods of administering traffic tickets. Some will reduce the points, some will not. Talk to a lawyer who can let you know, based on the jurisdiction, what you can do.

The judge CAN do whatever the judge wants. A inspection ticket is not a "fix it" ticket, so you are not entitled to dismissal for getting inspection now. Some Judges may dismiss, or set a reduced for due to your current compliance.

Depends on the Court. If you are not default convicted, go to each court, pay a suspension termination fee and post bail. You can either work out a plea deal, or set the matter for trial. Some of the officers will be retired.
