Always go to Court for Rule of The Road Citations. You might receive some type of Diversion or Dismissal. Bring cash to pay costs.
55-8-123 says first offense is suppose to be a warning and second is only suppose to be 20$ but the county clerk charged me 238.75

Make sure that you understand exactly what the $238.75 was for (because courts often can collect court fees in addition to a fine). If you are being overcharged, pay it "under protest" and file a timely appeal.

When you paid it, you admitted guilt. You have to ask for diversion prior to pleading guilty. Should have gone to Court.
I do have a restricted license but it was outside of my approved times and not for work. Do I need to hire a lawyer or is it possible to get an okay outcome without one?

Current Registration of the vehicle is needed in Court. Also bring your TNDL and Insurance. If you were not currently registered, but are now, you might get it dismissed on costs.
Now and paid my fine. But 2 months later I get pulled over and they say my license are suspended. Why did they get suspended for?

You apparently were found guilty of lack of financial responsibility since you paid a fine. Why did you not hire an attorney? It might be possible to set aside the Sessions Judgment, but very doubtful. Contact DOS and see what it takes for reinstatement. Also hire a competent attorney.

Hire an attorney to go to Court with you. The Financial Responsibility Statute may suspend your DL, and there may not be anything to do about it. Bring owner to Court with you, but it was your offense.

He needs to contact the various Courts that have each Citation and pay them, getting receipts. Then contact DOS about how to reinstate CDL.

Tell the dealer you need a new temp tag. Take it to court with you and explain. If you can't hire a lawyer ask to have a lawyer appointed to represent you in criminal court.

A Tennessee attorney should advise, but your question remains open for four weeks. But as a general matter, most places impose a requirement of registration and insurance to leave the lot - it might be temporary, but it's a registration nonetheless. Good luck

Probably false as government employees make mistakes all the time. Also what is legally in the possession of one person is often illegal in the hands of another.

Call the Court Clerk for pay instructions. But that is a guilty plea and will add points to your DL. You could hire a TN attorney to try to get it diverted and dismissed or no points, requiring your appearance in Court.
