Q: What does it mean if a charge is dismissed?

I pleaded guilty to a charge and the court "dismissed" the other charge

If it's dismissed, the charge is no longer being brought. It depends on whether the dismissal was with or without prejudice as to whether it could ever be brought again.

Q: I paid my rent in full on May 1 that was posted online. The 7th there was a note posted on my door stating I owed more.

My question is can my landlord add to my rent after the fact and only give me 3 days to pay more rent?

Were you a minor? Are you a minor now? What's your claim to the dogs over your parents'? Generally speaking, pets are treated just like personal property under the law.

Q: Off duty cop questioned my 17yr said she was smoking in house can they do that??

They asked her about smoking weed and got her to give them a pipe. She did not smoke in the house. But they scared her into giving information. Now they are trying to evict us saying she smoked in the house and had drugs in the house.

Your question is ridiculous. You don't claim "fraud" to argue a house is priced too high. If the price is too high, don't buy it.

Q: Can you overturn an already paid for ticket?

I received a ticket and paid it online soon after. When I drove on the road again I realized the speed limit was different than what the officer ticketed me at. He wrote me for 40 in a 30 when it was a 35. Is there anyway to get my fine back or at the least have it taken off my record?

Paying it = pleading guilty. Only in exceptional circumstances are you able to revisit a guilty plea. It is unlikely you would be able to do so here.

It depends on how long the statute of limitations is for the charge, and yes, they can wait for that time period to file charges.
