The insurance companies from both drivers involved in the collision are shifting blame and not willing to compensate the repair estimate amount. I have contacted my homeowners insurance agent and have hit a roadblock with them as well with the subject of pursuing the deductible amount.

Looks like you will receive a citation. If it was a protected area could be citations on that as well. If it was an area around a military facility you may have additional charges it it was posted as a restricted area.
