You should never give any statements to police without an attorney present. Everything you say will be used against you in criminal court and your own statements against your own interests are most damning evidence that the state can present.

You can be detained if there's probable cause of criminal activity. So if there's marijuana in the car for example that's enough for them to arrest you even though it's not on you or next to you. In court you may get it dismissed but they'll have the PC to detain you.

I don't know this statute but 39:3-10b is unlicensed driver which if you read the statute online carries six months preclusion from obtaining a license once you become eligible to be licensed and up to sixty days in jail.

There are procedures in place for this and you will get notices if they do but generally courts don't do that, they just enter warrants for your arrest and then charge you extra for contempt when you appear in front of them.

Just pay it. Not allowed? Call court tell em you're from colorado and you'll plead guilty by mail and to send you the forms for you to sign and mail back with the check. No other option such as fighting the ticket or hiring a lawyer considering you're from out of state is worth the expense.
