In Colorado (as all other states), you can do a U-turn on a green arrow provided it is (1) safe and (2) there is no prohibition (i.e. a "no U-Turn" sign). It sounds like the officer got the rules wrong. I would hold on to the ticket to make sure that the infraction is expunged.

Does Colorado state law allows automated speed cameras on the highways. I heard that they allow it only on construction zone and School zone.

The cameras can be anywhere that is "public" (this is true for all states). Also, per you question about when you can expect a citation, I do not know. If I was to venture a guess, I would think no longer than a month.

While you may (and this is doubtful) be able to challenge a contempt charge if you fail to appear/pay the ticket, you still must pay the ticket or challenge the ticket in court.

It depends on the situation. The main thing is that the office must somehow be able to assess that the speed was in excess of the speed limit or excessive for the underlying conditions. You are welcome to challenge the ticket.
