In Colorado (as all other states), you can do a U-turn on a green arrow provided it is (1) safe and (2) there is no prohibition (i.e. a "no U-Turn" sign). It sounds like the officer got the rules wrong. I would hold on to the ticket to make sure that the infraction is expunged.

While you may (and this is doubtful) be able to challenge a contempt charge if you fail to appear/pay the ticket, you still must pay the ticket or challenge the ticket in court.
