Q: NC shot down a 2017 bill to legalize and tax Daily Fantasy Sports winnnings. Do i have to pay tax on winnings then?

I havent been able to get a clear answer on this. If DFS is not regulated and taxed in NC then i shouldn't have to pay state taxes on my yearly winnings right? Only Federal taxes. If so what is it taxed under and at what %

Wrong. The income is taxable, whether legal or not. Same as for income from embezzlement, illegal drug sales, or racketeering.

Q: Dealing with an issue whether I'm able to use multiple song titles on a website that creates profit without song content

Creating a website that creates profit, however, I want to know if I'm able to use song titles without any of their physical content (for example without their lyrics or digital media). I only need the titles.

Q: Is is okay to use "dab on em" decal on a t-shirt? I have been using the phrase since July 2015.

It looks like there is a trademark pending for "DAB ON 'EM".

You are right. DAB ON 'EM is a pending application for use in clothing. It has also been used in many other ways. Therefore, it is possible to commit an infringement if you use it on a t-shirt.
