There is no wage garnishment in Pennsylvania for this type of thing. Your insurance company should try to settle the entire case for the limits of your coverage in order to protect you. Any vehicle insurance--school bus or otherwise--has the obligation to pay for the market value of your car. If that is less than the loan balance, that is not their issue. So yes, through no fault of your own you can end up owning money on a set of wheels you no longer own!
I was not notified when my car was towed away. The cop who found my stolen car got it towed and did not notify me. It has been a month i had to find the tow company myself 36 days later they are charging me 1100 dollars in fees.

It's called a learners permit not a license and that means that you must have someone over 21 who has a current license sit in the front passenger seat at all times while you are driving (over 18 if they are a spouse or--makes no sense--a parent.)

Depends on a lot of things--did you leave the keys lying around? Had he taken the car at any time before? It should be covered by your insurance, so turn it over to them. If you didn't reprort it as stolen, it's not quite theft.
