They really took their time, first saying that my vehicle was totaled, after 2 months they changed my adjuster the new person said that it was not totalled and I would be issued a check a few weeks later I received the check and it was towed to the body shop.

What kind of belt is it that it needs? Is the vehicle an old model? There does not seem like a valid reason for your vehicle to be in the shop for 9 months. Is there any more information you can share that will help provide an answer to your question.

Went to sign the settlement check but wanted a copy of complete check ( front and back) I was told no I couldn't get the back of the check because it was unethical and was told that until I sign the check my pay will be reduced every week is this true

No, if your vehicle was legally parked at the time of the accident, Louisiana's “No Pay, No Play” law does not apply even though you were not carrying insurance.
