Typically, if the other driver was uninsured and you did not have uninsured motorist coverage, then you cannot recover for the damages in the accident. What kind of belt is it that it needs? Is the vehicle an old model? There does not seem like a valid reason for your vehicle to be in the shop for 9 months. Is there any more information you can share that will help provide an answer to your question.

If the driver had your express or implied consent, you could still be held liable as the owner of the vehicle.
