This is very difficult and expensive to get done. From what you've said, I don't think a judge would approve it. Do you have a family member you can live with? If so, your parents might consent, or a petition for guardianship can be filed.

There is a child support calculator on the OK DHS website. You will need to enter gross monthly income for each and health insurance costs. Even if you don't have all the info, this should give you an idea what it will be.

Contact the court clerk in that county for a copy. Files are confidential, but since it's your daughter, you're entitled to a copy. Take ID, and you may have to see the Judge to get copies. Then You should consult an experienced Family Law Attorney, in your area, for help with this problem.
I feel like he would demand joint custody, although he hasn't been around at all. He kicked me out when I was pregnant. He can be spiteful.

Just asking for it doesn't mean he's going to get it. A judge won't order it if the parties can't work together.

Child moved to Washington without address of record to California. Then child moved to Oklahoma with no notice to California. California courts not contacted in 4 yrs. Is the Guardianship valid?

If the guardianship is for a child not yet age 18, it is still valid in Oklahoma, and elsewhere, until revoked by the California Court. Sorry I didn't see this question earlier.
