Yes, by virtue of the fact that he was loose (regardless of how that happened). She will have to pay for the surgery and the neutering if she wants him back.
We don't have papers for her because she was a stray before I claimed her. She is demanding $2000 and the original reward was &25.

Pay her, get the dog back, then take your dog and have her microchipped and registered so this does not happen again.
The dogs had clearly been neglected for months before the medical incident. We have some photos and did call Metro Servies so the neglect was reported. The police were not called as far as I know.
attacks now whenever I see someone walking their dog. Can I sue the attacking dog's owner for emotional distress?

You can file a criminal complaint for nuisance. They are entitled to use their property too, but they can’t be out at all hours of the night barking and bothering everyone. They need to take the dogs in for good in the early evening.
