You should get a copy of the local ordinances for animal control for Corbin and Whitley County and read them thoroughly as they Vary widely from County to County. You can have the dog chipped locally for $20-$30. Make sure you have him leashed and under control at all times.
The dogs do not appear to be aggressive but we have young children who play outside and are afraid of the dogs. We do not know who the owners are because it is a rural area.

If there was no bite or injury, any lawsuit would be frivolous. As for pressing charges, the only thing you’d likely be charged with is failing to maintain your dog on a leash.
They are trying to give me another puppy. I have 2 other dogs in my home,I don't want to expose them to another sick puppy. I'm I being unreasonable, this whole experience has been heartbreaking

Very sorry for your loss. You are entitled to a refund and you do not have to take another puppy in lieu of it unless you choose to.
Dog is microchipped and I was contacted by a Humane Society in Morristown, TN saying they found my dog. I have reason to believe and evidence proving she was in fact stolen. When she first went missing I had lost posters all over and was never contacted until now, 7 years after the fact.

No, unless the dog is valued at more than $500. Even then, you would need proof beyond a reasonable doubt as to who stole the dog. I suspect if you had that you would have already prosecuted the thief. Go get your dog and enjoy the reunion. That’s why we chip them.

Not unless you can prove they knew the puppy had lice and failed to treat her. In addition, your adoption contract probably has language making it your responsibility after the adoption is complete.

If the dog has 'papers' that would be essentially the 'title' to the animal. If it is in your name, the dog is yours. The fact that the license is also in your name solidifies that more.

Remind the parents, and assume you have a fence high enough dog can't jump over (if you don't, even if dog jumps because aggravated, it's a problem).
