If CPS doesn't respond to my email or text regarding live stream how can I make sure that we won't be penalized for it later on

There is no statute on point. It is a case by case, areaby area basis.

Q: If I make all efforts to contact my CPS worker to advise them that we are doing the live stream supervised visitation

But get no reply of any sort am I still being compliant by having tried to reach them consecutively

Q: Is a CPS social worker allowed to just show up without letting you know ahead of time and giving you another case plan

After having already completed two case plans. And are they allowed to speak to the guardian over the children about who can and cannot watch the minors involved and where they are allowed or not allowed to watch them at without discussing anything about it with the parents

There is no right or wrong number but estimationally 4-6 times in a 9 month period.

Q: How can I petition the court for custody of my sister?

Sister is 17 but our biological father lives out of state. He won’t send POA papers to anyone and hasn’t done anything to provide for her since the death of our mother. She has been living with our stepfather since our mother passed.

You don’t have standing to bring a custody action but you may be able to file a petition for guardianship in the county in which you live.
