He mAkes $3600 monthly and I will keep her on my health insurance etc. She is young so there are child care expenses. About $750 monthly for that. He also quit a second job recently where he was making $5000 a month total. Does the $1000 seem fair?

There is no such thing as a father washing his hands of his child.
Adoption is an exception.

No. The income of an obligor's spouse cannot be used to determine the obligor's child support. The law is very clear on this point.

If there was a court order that he pay you child support, then he owes you back child support.
You may be able to file a contempt case against him.

Obviously, somewhere there is order to do with you paying child support.
If a person falls behind in child support the court can order the Secretary of State to revoke the DL.
You need to get to the bottom of where this is coming from.

Usually, when a new order is entered, it incorporates whatever is carried over from before.
