My husband was granted 50/50 custody and the documents were drawn up to reduce his child support obligation. However, it's been 4 months and she refuses to sign them. The full payments are still being deducted.

The judgment can be filed without her signature with proper certification that it was circulated and she stated no objection to the form or content. Your husband's lawyer should know the proper verbiage.

Your arrears need to be paid before license will be reinstated. Then garnishment will only be for ongoing.
She’s in school for another year and I still have to pay, even though she got held back and it’s not my fault what should I do

1) you have to pay until she graduates from high school or turns 18, whichever comes last. But in no event past age 19.
2) only way to get arrears down is to pay them. Arrears are not even dischargeable in bankruptcy.
My ex wife is telling me the support will remain the same $1800/month until the youngest turns 18. My court order doesn’t give a dollar amount for each kid, just a total amount. I’ve never heard of such a thing.

It will ONLY go down if you hire an attorney to file a Motion (it's called in globo). Otherwise it will be unchanged until your youngest graduates from high school.
We have 3 kids. When support was ordered r years ago, I had no income or financial responsibility other than my kids. So child support was based off of NCP income alone. He filed a divorce two years ago they granted child support and interim spousal support for his spouse. The divorce never finalized because they never separated. Can I go back for an increase for my child.

If it has been more than 730 days since the last Petition was filed, you need to file a new Petition but your attorney can combine this with a Juvenile Motion to Increase.
Be under the impression that she is to get child support while the 18 yr old is in college also ... this is not correct, am I right ?

Kid 18 and graduated from high school = child support over.
And she is working ... we confirmed it ... so can we file to have it stopped ?

If the transcript will say: "until she finds gainful employment" then you can file to decrease or terminate now.
If I put him on it and the courts want more money or to levy or freeze it for what ever reason can they do it even if my name is on the account too?

If your husband has a judgment against him or a child support garnishment, do NOT add him to any of your accounts.

Respond to DCFS that she is still in secondary school. She is entitled to receive child support until she turns 19 or gets her GED, whichever comes FIRST.

I currently get one payment a month that covers all three children. He decided on his own to send a payment this month for one-third less, which I don’t think is how it’s calculated. You need to file something in court to have the amount they're alleging as arrears changed, if they refuse to do so voluntarily.
