IN general you can only change the town if you either know the judge or prosecutor or if the ticket was given for the wrong town.

I will leave you with this thought if you don't pay the ticket and fight it, the cop can always still file a ticket for the cell phone generally within 30 days and then you have to fight both tickets. If it was me I would just pay it and fix the light.

Not to my knowledge, they just need approval from the State DOT. However you also need to stop for all oncoming traffic for a yield sign. If you need to fight the ticket I suggest a lawyer.
