There are lots of different types of Waivers. Typically, you can represent yourself without waiving your right to an attorney. However, you likely should not do that. Best of luck.

Under normal circumstances a Failure to Reduce Speed ticket should likely have been dismissed (meaning there would be nothing for you to have to pay) so if you handled this yourself - odds are you didn't do it right. According to you - you need a sticker in addition to a handicapped plate or placard. If you didn't have a sticker it is likely a proper tow.

Sure, do what he should have done 20 years ago. Hire a local traffic attorney to make sure the ticket is taken care of properly. Just 'paying it off' is almost always a giant mistake.
