You can hire a lawyer who can ask the court for an order prohibiting her taking the kids out of state.
They took my kids into state custody. They arrested the childrens father for drugs. They tested me but im clean so they didnt take me to jail. They found drugs in the house which i knew nothing about. All i do is work and come home. They showed up with a warrant for my arrest for child neglect

If you didn't go through court and there is no court order, then it is not custody. At most it was a power of attorney. A power of attorney can be revoked at any time. I recommend contacting an attorney to look at the paperwork.
