Q: Is my neighborhood street a public parking place. If so can I park my car infront of my neighbors house?

My neighbor gets angry is my car bumper goes on to his property line but it's in the street so doesn't that make it public parking access to anyone?

You can park on the public streets when it's allowed. Try to park so your car does not extend into anyone's property or block anyone's driveway.
