On July 1 the rules change so that incomes of both parents and the time they spend with child are taken into account.

File a parentage case in court so child support is taken right out of his check.

The problem is it will probably have to be heard in Virginia.

Why was back child support not brought up when current support was set up 17 years ago.

It depends. If the child has lived here for more than 6 months and the parent from whom child support should be granted also lives in il, then yes, it can all be done here.

There should be an uniform order of support in the court case.
It is supposed to have the date on which it stops.
He is not on the birth certificate and would not revise the voluntary paternity form. He has another daughter who is almost 6 and he shares custody for her. He has seen her twice in her life and has provided no support, financial or otherwise.
