No. As long as they are not being transported for commercial purposes, they do not need a permit for transport. They should have all their shots prior to transport if they are a family dog, but that's generally the only requirement.

You can buy these vaccines right at Tractor Supply. How can they be sold over the counter if there is a statute that says they can not be in possession of anyone but a vet?

Its likely a private establishment and the owner can allow the dogs to be there. You can’t force the owner to keep his dogs home or tied up in his own shop but you can ask him or her.

They are definitely not legal in Connecticut to own as pets. The DEP has made sure to include this reptile in the language of their code. Under the new regs, animals are listed in four categories. Category one requires the owner to have a permit. Categories 2,3, and 4 are just not legal.... View More

Before addressing the merits you first need to tell us the date of the incident(s) so that we could determine whether the statute of limitations is an issue.

:Legally the cat belongs to your neighbor. Best to not allow the cat to visit so the cat does not get used to staying at your place.

Have you filed a complaint with the police? It is stolen property and you want the property - service dog back. Filling charges with the police would put pressure on the person who stole the dog..
