She must first report this to Human Resources or the manager above his manager, preferably in writing. We don't know a great deal of info based on the above. However, in general, we advise against resigning. Make them fire you instead if they want you gone. Among other reasons, it is hard to collect unemployment insurance benefits if you quit.

Sure, you can report him, but that doesn't mean that they have to do anything about it. Sexual harassment normally can only be punished when it occurs in the employee-employer relationship, and it doesn't appear that you are an employee.
