I suspect that technically the officer who ticketed you was correct. But if you can prove what the department told you, it may be possible to get the ticket dismissed. Can you get something in writing from whoever you talked to?

If your vehicle was registered at the time, ask for a court date. If the officer doesn't show, the ticket will be dismissed. I hope you mean "traffic tickets". If you haven't paid them, yes, in theory you might be arrested, but the more likely outcome is that you would be denied a Florida driver license. As far as a Florida ID is concerned, I suppose you can get one of those.
