Good question. While private prosecution for violation of criminal statutes is allowed in some states, it is not in Florida, to my knowledge.

The ticket says you were actually going 20 over the limit, but you are being charged with only 10 over? So what's the problem? The officer gave you a break, or figured that he/she couldn't prove that you were going 20 over.
I recently was ticketed for unlawful speeding, however, the ticket had my license information but with another drivers registration information on the ticket.
I am not sure why the officer had another drivers registration on the ticket. I drive a truck not a car.

It appears to me that the drive who was ticket somehow had your driver's license. Go to the hearing and be prepared to prove that it wasn't you who was speeding, nor was it your vehicle.

Go to the hearing and ask for a withholding of adjudication. If the officer fails to show up, or can't prove the radar device was properly certified, you may be able to get the case dismissed.

Yes, the citation can still be submitted to the court. There is no requirement that the citation be signed in order for the officer to bring it to court.

It is best to hire an attorney to handle your ticket. Depending on the Officer the Attorney may be able to convince him or her to drop the ticket without having to go to trial, if you can show you immediately got the tag and plate.

I believe the officer has to give you the ticket for it to be enforced. But what do you mean that he also gave you a ticket "for [your] Colorado dl since [you are] in Florida". It's not a violation of law to drive in Florida with an out-of-state license.
