Those are not Georgia

It is federal

The police can arrest you if they have a warrant, regardless of whether you are in your home or car.

If the sentence has expired than the jail is unlawfully holding the person in custody and can be sued for false imprisonment. The Public Defender works for you. Not for the State. I know many Public Defenders, and I have never met one who takes the side of the State. But if you truly believe that your Public Defender isn't working for you, then you can hire a private attorney.

Under a US Supreme Court case, Atwater v. City of Lago Vista, an officer CAN make an arrest for a misdemeanor traffic offense, but (for this one) that is not common.

Yes, it can happen. Apparently, the amount of evidence you provided was enough to convince a judge, who would hear the facts you gave to that investigator, of "probable cause" to arrest your ex.
