Probably not to drop the case, but you can probably get the Prosecutor to lower the charge to a basic failure to have in possession which is just a small fine

The answer depends on whether a defense can be found if yes then you can avoid jail if no then still maybe it depends on the judge, the court that you're in and how good of a lawyer you have. Jail is technically mandatory for all second and third offenses and up.

The officer just needs probable cause which is basically suspicion that you delayed traffic to write you the ticket which is a low standard so far as the courts are concerned.
And there are two cops at the other end of the street and we are told to pull over and are issued tickets. Shouldnt those tickets be the same exact summons?
