Contact the court in the Connecticut town where you were issued the ticket and if you don't remember then contact NJMVC and they should tell you but if they don't know then your last stop would be CT Motor Vehicle. Good luck!

Hire a lawyer or call the court yourself and plead not guilty and ask speak with prosecutor.
What should i do? It makes no sense as to why the officer gave me a ticket that isn’t mine. Does that mean i didn’t actually get a ticket?

30 days for you to receive the ticket. Once you did then there's no statute it's speedy trial rights. However, my guess is that you absconded which tolls your rights. If there's a warrant out for you and you have to post bail then this defense won't work.
fell asleep. A cop later tapped on my windshield, probably smelled alcohol on my breath, and arrested me for DUI. I wasn't driving though. Can they do this?

Yes because standard for issuing summons is very low it's basically suspicion that you committed an offense but it's harder to prove in court beyond reasonable doubt which is a higher standard.

Buying and Possessing are two different things. An 18 year old cannot buy or possess in Jersey. Even if bought legally some place else makes it illegal to possess here.
